fore more informations about windows7 and windows vista:
download this http://www.firstobject.com/dn_editor.htm program and open it and run it as administrator ( make sure your garena plus is already closed while you are trying to patch the user.xml file ) also make sure your garena plus is not on your disk where you have already installed your windows because you will need administrator access but it will not allow you to do it so move it to another disk where you don't have installed your windows.
When you are sure you do the following things i told you before go to edit your user.xml file and set udp="1513" to udp="1514 and used"0" to used="1" then save it !!

If this method doesn't help you then try the second method:
Check to see if another account works. If it does, delete the contents of the "user" folder located at Program Files(x86) or Program Files >Garena Plus > Room. Then try again.

If the second method doesn't help you then go try the third method.

Download Garena Full Lan Game package at http://cdn.garenanow.com/roomdownload/patch/1.054.zip
Make sure you delethed folder "Room" before you extract your garena full lan game package
